The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, draft permits to be revised and re-issued. Persons wishing to comment on or object to the draft permit may submit comments to the contact person listed below during the public comment period. Current draft permits are listed below by permit type.

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, the following NPDES Stormwater Individual Permit to be issued. Persons wishing to comment on or object to the draft permit may submit comments to Brianna Young (Attn: DEMLR Stormwater Program) during the public comment period. Written comments may be submitted to the address at end of this message. 

All comments received through May 3, 2024, will be considered in the final determinations regarding permit issuance and permit provisions. Public comments may result in changes to the proposed permitting actions.

The following facility has applied a new NPDES permit to discharge stormwater from their location in Guilford County:

  • Southeastern Foundries Corporation,  2706 Oakland Avenue , Greensboro, NC  27403 has requested renewal  of permit NCS000253 for the Southeastern Foundries Corporation facility in Guilford County. This facility discharges to an unnamed tributary to North Buffalo Creek in the Cape Fear River Basin.

All comments should reference permit number NCS000253.

  • Goodyear Tire & Rubber Company,  6650 Ramsey Street, Fayetteville, NC  28311 has requested renewal  of permit NCS000391 for the Goodyear Tire & Rubber Company - Fayetteville Plant in Cumberland County.  This facility discharges to an unnamed tributary to Cape Fear River and Carvers Creek both in the Cape Fear River Basin.

  • PCS Phosphate Company, Inc.,  1530 NC Highway 306 South, Aurora, NC  27806 has requested renewal  of permit NCS000520 for the PCS Phosphate - Morehead City Bulk Handling Facility in Carteret County.  This facility discharges to the Newport River Restricted Area (Morehead City Harbor) in the White Oak River Basin.

  • SePRO Development Company III, LLC,  11550 North Meridian Street, Suite 600, Carmel, IN  46032 has requested renewal  of permit NCS000594 for the SePRO Research & Technology Campus in Nash County. This facility discharges to an unnamed tributary to Fishing Creek in the Tar Pamlico River Basin.

  • Craven County Wood Energy, LP,  201 Executive Parkway, New Bern, NC  28562 has requested new coverage under permit NCS000615 for the Craven County Wood Energy, LP facility in Craven County. This facility proposes to discharge to an unnamed tributary to Bachelor Creek in the Neuse River Basin.

  • BRP US, Inc., 1211 Greenwood Road, Spruce Pine, NC  28777 has requested new coverage under permit NCS000093 for the BRP, US, Inc. facility in Mitchell County. This facility proposes to discharge to an unnamed tributary to English Creek in the French Broad River Basin.

  • Insteel Wire Products Company, 1510 Carter Street, Mount Airy, NC  27030 has requested new coverage under permit NCS000346 for the Insteel Wire Products facility in Surry County.  This facility proposes to discharge to an unnamed tributary to Ararat River and an unnamed tributary to Lovills Creek, both in the Yadkin Pee Dee River Basin

  • Hexion, Inc., 114 Industrial Boulevard, Morganton, NC  28655 has requested new coverage under permit NCS000332 for the Hexion, Inc., - Morganton Facility in Burke County.  This facility proposes to discharge to an unnamed tributary to Little Silver Creek in the Catawba River Basin

  • Dystar LP, 8309 Wilkinson Boulevard, Charlotte, NC  28214 has requested renewal of permit NCS000161 for Dystar LP Carolina facility in Mecklenburg County.  This facility discharges to an unnamed tributary to Paw Creek in the Catawba River Basin

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, the following NPDES MS4 Stormwater Individual Permits and Stormwater Management Plans. Persons wishing to comment on or object to the draft permit may submit comments to Isaiah Reed (Attn: DEMLR Stormwater Program) during the public comment period. Written comments may be submitted to the address at end of this message. 

There are two sets of NPDES MS4 Stormwater Individual Permits and Stormwater Management Plans that are under public notice.  For the first set, the comment period ends June 9, 2024.    For the second set (below the first on this page), the comment period ends June 17, 2024.  All comments received by respective date will be considered in the final determinations regarding permit issuance and permit provisions.  Public comments may result in changes to the proposed permitting actions.

In the first set with period ending June 9, 2024, the following municipalities have applied for renewal of their NPDES permit to discharge stormwater:

Town of Hillsborough - Stormwater Management Plan and permit number NCS000466.

Town of Jamestown - Stormwater Management Plan and permit number NCS000400.

Town of Montreat - Stormwater Management Plan and permit number NCS000430.

City of Morganton - Stormwater Management Plan and permit number NCS000498.

Town of Mooresville - Stormwater Management Plan and permit number NCS000540.

City of Monroe - Stormwater Management Plan and permit number NCS000482.

City of Concord - Stormwater Management Plan and permit number NCS000423.

Town of Wake Forest - Stormwater Management Plan and permit number NCS000467.

Town of Harrisburg - Stormwater Management Plan and permit number NCS000513.

In the second set with period ending June 17, 2024, the following municipalities have applied for renewal of their NPDES permit to discharge stormwater:

City of Gastonia - Stormwater Management Plan and permit number NCS000429.

Town of Shelby - Stormwater Management Plan and permit number NCS000560.
